Start Cloud Box
Restores a stopped Cloud Box from its saved state and returns it starting. Read a starting Cloud Box until it is running; one that cannot be restored is stopped again. Restoring needs a quota slot. After restorable_until the response is 409 cloudbox_unrestorable, and while the Cloud Box is stopping it is 409 cloudbox_stopping. Starting a running Cloud Box returns it unchanged.
